Hire Officials & Equipment Assistance For Your School’s Athletics Carnival
Capital Athletics provides qualified officials and essential equipment to help schools run smooth and successful athletics carnivals. With our experienced team, we ensure efficient event management through expert personnel and advanced technology. Our officials can assist in key roles such as Starter, Track Referee, and Field Referee. We also have specialists available for Meet Manager (including pre-competition database setup) and Photo Finish (electronic track timing) operations. If your carnival is being held at Woden Park Athletics Track or the AIS Track & Field Facility, we can also provide equipment for hire. To secure officials or equipment for your school carnival, please complete the registration process at least one month in advance. What Types of Officials Do I Need?
Below is a guide to the key officiating roles to run your school's athletics carnival smoothly:

Field Referee |
Supervises and advises on the conduct of all Field (Jumps and Throws) events but will not be able to assist at a dedicated event. |
Throws Referee |
Supervises and advises on the conduct of all throws events but will not be able to assist at a dedicated event. |
Jumps Referee |
Supervises and advises on the conduct of all jump events but will not be able to assist at a dedicated event. |
Field Judges |
Assist with the conduct of field events. |
Equipment Officer |
Sets up, monitors, and packs up equipment for the carnival. |
Finish Line Judge |
Identifies the finishing order for athletes in track events. |
Meet Manager Operator | Operates the Meet Manager system for event entries, results, and overall competition management. |
Photo Finish Operator |
Sets up and operates photo finish equipment. Two Capital Athletics operators are required to set up and operate Photo Finish. |
Starter |
Supervises athlete marshalling for track events and starts races. If Photo Finish is used, a Capital Athletics starter is required for smooth timing operation. |
Technical Delegate - Admin | Manages event seeding, draws, and approves start lists in accordance with competition rules. |
Technical Delegate - Technical |
Ensures all technical arrangements align with competition regulations, sets qualifying standards for field events, and oversees event timetables. |
Timekeepers |
Manually record times for track events. |
Track Referee |
Oversees the finish line personnel and ensures track events are conducted properly. When Photo Finish is used, a Capital Athletics track referee is recommended to ensure seamless results processing. |
Track Umpires |
Observe track events and report any rule infringements to the Referee. |
What Is Meet Manager?
Meet Manager is a results management system used for track and field competitions. It can seed heats, process results, score events, and interface with most Photo Finish systems. Meet Manager is the preferred system used by Capital Athletics for all competitions and is also widely adopted for State and National events across Australia, as well as various international competitions.
Capital Athletics can provide a qualified and experienced operator to coordinate the pre-event setup of the Meet Manager database and manage results on the day of the competition.
We also offer a template for competition entries in Excel format, which can be directly imported into the Meet Manager database. The service includes a qualified operator to ensure smooth operation throughout the event.
